I grew up in Plaquemines Parish and I got to say it's a damn shame what the government is doing to the people down there. I don't know how they can justify this. In 40 years it's only flooded once in lower plaquemines.

Well the government has a "superfund" for oil spills. I would say that is high risk.

so gov't should absorb all the risks of home ownership. Should they have a fund for house fires? What about hail damage? Do you believe that homeowners bear no responsibility for the safety of their possessions?

My point is, why is Plaquemines high risk? Certain parts of Florida have been hit more often by storms and you dont see them having to raise their homes 21ft.

Flood is different because it is controlled by levees and other river systems managed by the Federal Government.
Also, Did they raise the Base Flood Elevation by 17 feet after Katrina in Lakeview? what about "The Historic Lower 9"? I think not.

Nope. Once for Katrina in lower Plaquemines. Rita doesnt count because the levees were broken and it still had standing water from Katrina. Isaac only flooded Ironton and the east bank. The east bank would not have flooded if it wernt for the flood wall that the ACE built after Katrina.

insurance is all about risk to premium
since Katrina how many floods?
100 year flood zone, FEMA site states there is a 26% chance that the house will flood in a course of a 30 year mortgage

guy i work with is trying to close on a house in Denham area. just found out the $180k house will require $4000/year flood insurance.
was above flood stage pre 2012 maps, now 14" below in current maps.....
flood insurance program has taken some rather high hits in past 10 years... Sandy, Katrina, Rita, Isaac, Mississippi river flooding, Florida hurricanes , ect.....
