OC or the 2 JUCO WR's which would benefit 2013 the most?

Do you think us getting a new OC or getting 1 or 2 of the JUCO WR's to qualify would help the 2013 season the most.
By help I mean which scenario would result in a better W/L record.

We just passed on 2nd and 3rd and 2 when trying to run the clock out.
