Good lord has anyone seen this before? I just randomly found it today, and the first 30 seconds or so are gold. Al Jazeera had to pay those people to act like that to push their anti-alcohol agenda right? Youtube

Yeah, I didn't know it was a report by them until the very end, but then the rest of the video made much more sense.

Why are the older people like the teacher, Councilwoman and Elder more of a light brown color and the others more dark black?

Yep, go to some of our native villages here in AK and you see the same thing. Many villages outlawed booze, or the sale of it but it still gets in. Most don't need to work and have nothing to do but get drunk, and they have an terrible tolerance for it.

Yeah, the Australians handled it similarly. Though, some in the communities moved on to inhaling fumes from gasoline. Prompted BP Australia to develop a special fuel: LINK

Yep, and some dry villages have gone back to wet, or damp here. When dry, they can't stop the behavior and it just seems to push the natives into doing more dangerous things.

When you have 300-600 ppl in an isolated village, I am sure everyone is related somehow. Natives in SE tried to solve this with marriage traditions involving clans, but it isn't very effective.
