I just go to gifsoup or something like that. Try and google video to gif or something. Sorry I'm being broad, but I don't do it often.

I have an old version of AdobeCS with ImageReady. It allows you to select portions of a video to make a gif from.

I use a product called DVDvideosoft to download and convert the streaming vids on youtube or other sites.

If it's just a snippet of a video, then you can easily import video frames-->layers, work your magic, then save as .gif.

If it's a full video where you have to cut out the portion you need, PS I believe has a 500 or so frame limit so you'll have to trim it down with one of those other progz.

You can trim it down in PS.
File -> Import -> Video frames to layesr -> Set the area you want and you can cut the number of frames down as well (i.e. Only import every 3rd frame).
