It's black powder does not fire blanks and it is more dangerous because something could fall in the muzzle before he fires it

That's fine he shoots whatever it is at a game.. but to go around killing bears with a university issued gun is a tad much.
If he wants to hunt on his own then he should use his own gun. What's wrong with that?
