Rosetta is good for trying to master a language from the ground up...but it is incredibly time consuming.
I used both Rosetta and Pimsleur simultaneously-Pimsleur for Italian and RS for Spanish and I could barely form sentences in Spanish but could converse in Italian decently when I was in Europe. Pimsleur is MUCH better, imo, for learning how to speak a language.
RS may be better at actually teaching the language fundamentals, but it is a huge time commitment. Pimsleur is audio based not interactive, so you can do the lessons in your car on the way to work or while on a jog or something.

Tell him to go to Amsterdam instead. Everybody speaks English just fine, they aren't snotty and accept that their country is not particularly relevant. Beats France any day.
