What NFL team will move to Los Angeles?

The deadline for a team to apply is Feb 13, 2013. Right now the only likely candidates seem to be the Chargers, Raiders, and Rams.
Whichever team moves to LA will play at the Rose Bowl until the new downtown stadium is finished (I think it will open in 2016).

Word is in SD that the Chargers want a new stadium and Qualcomm is not interested in sponsoring. So that might set them up for a move to LA.
Take it for what it's worth but my friend lives next door to the #2 at Qualcomm.
Personally I think it's Jacksonville.

Its going to be the Raiders or the Chargers, two franchises who are both in desperate need of a new stadium and by the way it looks, neither Oakland or San Diego is going to get it done.
