I know this is not LSU related, but can anyone make sense of this statement

In relation to the NFL getting rid of kick offs

They are saying instead of having a kickoff you would spot the ball at the 30 yd line of the kicking team.
You would then have two options.
1: punt the ball to the other team, giving them the ball, which would be live a normal kickoff but with punting instead of kicking on a tee.
2: lining up with normal offense. If you can sucessfully make it 15 yards in this one play, you keep the ball. If not the other team gets it where the play is called dead, just like if you were 4 and 15. This would be the equivalent of an onside kick.

Idea is essentially no more kick offs.
