He says if Congress does nothing, then the Bush tax cuts will expire for everyone, middle class included.
If Obama really doesn't want to tax the middle class, can't he just bypass Congress and ensure the Bush tax cuts will not expire for the middle class?

No.
but he will likely let the Bush tax cuts expire and on January 2, propose middle class tax cuts which are precisely the same as the Bush tax cuts, maybe even bigger, but without the tax cuts for the rich. That's what I would do. Make the GOP vote against a tax cut.

If I were the GOP, I'd kill that bill in committee an never let it get to the floor, and therefore never have to vote against it.

This might be the end game. And if Obama invites them to reduce middle class rates the repubs should do it in a way to make the current rates the default rates for middle and upper income (just like they are now or even less) but for one year put in an increase for upper income folks only that will sunset next year unless renewed. So Obama will get his lower middle rate and a higher rate for the upper but its only temporary.
This way the current rates get cemented in and next year doing nothing means the increases expire instead of the current situation where the decreased rates expire. Next year congress would have a stronger hand.

Where do you think he gets the money from that he spends?

go to the American people and tell them you've proposed a tax cut and the Congress killed it. Worse yet, they refused to even vote on it. Call a press conference every day they refuse to vote on it and let it out of committee.

That's when MY budget bill, that cuts taxes on EVERYBODY, goes to the Senate only to have them kill it in committee.

Since the Dems have successfully painted the GOP into a lose/lose corner, the GOP has nothing more to lose by doing the right thing and telling Barry to frick off.
