Rice was confirmed by the Senate to be UN ambassador, was it an issue then?
If the claims are true it is more a reflection on the useless Albright, as the ultimate decison was hers.

According to this and a couple of other articles I skimmed from ~2001, the Clinton administration would have been happy to let Bin Laden be extradited to Saudi Arabia, but the Saudis didn't want him. It's been suggested that there was no way to indict him in U.S. courts.

The FBI, in 1996 and 1997, had their efforts to look at terrorism data and deal with the bin Laden issue overruled every single time by the State Department, by Susan Rice and her cronies, who were hell-bent on destroying the Sudan … Rice [cited] the suffering of Christians [in Sudan] as one reason that she doubted the integrity of the Sudanese offers. But her analysis largely overlooked the view of U.S. Ambassador to Sudan Tim Carney, who argued for calling Khartoum's bluff.
Basically she didn't want to have diplomatic ties with Sudan because of their horrible human rights record.
She along with others, allowed their liberal way of thinking to get in the way of common sense. Imagine if we would have made a deal with Sudan to hand over Bin laden. It's a possibility that 9/11 may have never happened.

Rwanda is how she is going to go down and that's enough. Pulling the word "genocide" out of the Clinton Administrations language because of fear of losing the Mid Term elections is a known fact. It's makes you wonder about her truthfulness on pulling the words "Al Queda" and "Terrorist Attacks" out of the the language on the Sunday talk shows 5 days after Benghazi. That is how you frame this issue.
