Rule change needed in NCAA Football

Player with the ball falls, is never touched, but still ruled down. If he's not touched, let the dude get up and run. That just always bugged me.

They also need to change the inbounds catch rule to two feet inbounds instead of just one.

I can agree with that too for two reasons: 1. You're preparing these guys for the next level, the NFL. 2. Keep the rules as universal as you can.
