How does it work,is a person with one these tickets allowed to have someone sit with them for help and other purposes?

You don't have to be disabled to sit in the disabled row.

You both have to have a ticket. If you dont have a ticket you can go by the ticket office they still had some tickets yesterday

Yes. My son is disabled and I have sat with him many times. They give you a folding chair.
