Of course they did. I thought about running for State Legislature in the future, but then realized who my colleagues would be and there's no doubt I would jump off the Capitol observation deck after listening to those idiots for an hour.

I always travel with my passport, never know when I'm going to run into Sergio and take an impromptu trip around the world.

Aside from it being a usurpation of power by the federal government, the point remains that many people can easily live their whole life without ever having a passport and not suffer any consequences or inconveniences for that decision.
But your question is flawed because it presupposes that there isn't anything sinister about passports.
