Actually have a story on these types of people
I was a bagger at Kroger and this old woman and her obese daughter who was middle aged came up. They filled two entire carts. The fat daughter used one of the mobile carts and did not push one of the carts out to their car so I helped.
I also had to put all the groceries inside the car while the mother who had just got out of the hospital was helping me the entire time.
Meanwhile the obese daughter sat her fat arse in the driver's seat until we finished. I have never wanted to hit a woman more then I did that day.

can the stores keep others from using it if they aren't elderly or disabled?

I don't think so. But, I'll say this they are pretty fun to race with when you're doing lot duty.

Having been in a wheelchair for 4 months, it makes me absolutely loathe these fat fricks. There was this guy at Ole Miss that weighed around 500 pounds. Everyday he came to class with a bag of Sonic and a Route 44 coke. One day I saw him sitting his fat arse on the side of his car when one of my sister's best friends was helping his mechanical wheelchair into the back of his van. That almost sent me over the edge. It should be perfectly legal to hit people with your car that weigh 350+ pounds riding in those mechanical wheelchairs. If you're too fat to walk, get in a real fricking wheelchair and I promise you'll lose weight. You never see a paraplegic under 60 in those mechanical wheelchairs.

Love the idea. I can't stand all those fat slobs wheeling themselves around Brookshires and Wal Mart. And they're like 35.
Nothing is worse than the fat asses at airports who get the attendants to wheel them around.

They need to reference butt chugging in either this episode or the next one. Seems like perfect South Park material.

who's ready to make fun of Honey Boo Boo?

Two things:
1.) I've seen honey boo boo in her natural habitat. So, um, that's cool, right?
2.) Nothing better than drunk driving at 11 PM to the local kroger and having drunk scooter races. Loser has to buy more beer and whatever is on managers special from the deli
