He has had 1 year since 2007 with less than 100 catches. That one year is when he tore his ACL and he still caught 86 passes.

Thats pretty consistant. Only way he gets less than 100 is injury.

He was a top fantasy WR with Cutler in Denver. He racks up catches, yards, and tds

In standard scoring I agree. In PPR Welker has been a top reviewer every ear except when he tore his ACL, not sure why that's all a sudden going to change?
Eta: also the Bears O-line is still terrible

Says who? They haven't made many significant upgrades that I see.
Plus this isn't Denver, Marshall's skill set is more likely to lessen with age, Welker just finds gaps in coverage, he's more about smarts than athleticism (even though his speed certainly doesn't hurt).
Plus Josh McDaniels isn't calling plays in Chicago, and they are still going to rely a lot on Forte, even on passing plays

Eta: also are those standard or PPR numbers?
