Best Game Improvement Irons/Clubs?

I am starting to play golf more frequently and am thinking I'm in the market for some new clubs. I currently have some older clubs (Ben Hogan Apex) with a crappy Hybrid and Driver that I bought separately. What are some suggestions on some good Iron/Wedges/Drivers for someone who isn't quite just starting out, but has a long way to go on their golf game.
I have about $700 to spend on everything, but would be willing to spend a little bit more for much better clubs. Thanks in advance.

Callaway Irons. Golfsmith has them really cheap

I have Hogan Apex Plus irons and I think they are pretty difficult to hit cleanly since I don't play consistently enough. When I'm striking the ball well they are fun to play with though.
