In golf, why can't you move your ball out of a fairway divot

I don't see why, if they want to make it fair, you aren't allowed to take it and drop it even with or less that a club length behind the divot in the fairway. The USGA is all about keeping the game "fair" as they say, having to hit out of a divot when you hit the ball in the fairway is not "fair".
Plus you could make the argument it's a man made hazard...

I do move my ball out of divots. So do the folks I play with.

See most of the quirky things in golf this holds true, but in this case it's the opposite, the better you are the more likely this will happen

Payne Stewart always believed you should be able to. I played in a deal at his golf course in Branson, and it's a local rule that you can move it

You shouldn't be penalized in the fairway.

I don't get your inquiry. Why should you be able to move it? To gain an advantage over your playing partners?
