Saints Row: The Third is a pretty fun game and has pretty good humor for a game about gang violence. It would fit your parameters as well.

Yeah it's pretty insane but if you're one of the parents that doesn't think it'll turn your kid into a senseless murderer then it's tons of fun.

If there's lots of killing in the game, then it should be for a moral reason (like enemies trying to replace your flag with theirs).

Any of the Lego games, which are all pretty much the same. Depends on how old he is, obviously.
Great games that aren't brand new, so you can get them pretty cheap.
