On the my player mode, is there any cheats to make the players ratings go up?

You can transfer the save file to your computer and hex edit it, but you'll probably be banned from Xbox Live if you go online with your 99-rated rookie player.

Hex Editing is the only way to do that, but it requires software I believe? You can't put a save file on a flash-drive and have it be visible on a PC without some sort of file-extractor.
My first two my-player seasons were brutal but I finally got the hang of it when I became the starter and could eat up the minutes to do well.

I think something where you're editing ratings would only require some kind of generic hex editor.
I doubt having maxed ratings would make it that much easier to dominate if you simply don't know how to play, though.
