reducing scholarships? 85 down to 80

have you seen this proposed?
i am confused by the objective of a reduction in football scholarships... seems to me it might help parity BUT with no other changes, players underperforming / underachieveing will lose scholarships during their college career AND less students will have the opportunity to go to university.
