Question on transfers

Watching the FCS (D1AA) playoffs, I know a player can transfer from, say LSU to McNeese and play immediately. But what about the reverse ? Say LSU sees a guy at McNeese they like can he transfer "up" and play or would have to sit a year ala D1 transfers ?

would be able to play right away.... had a cousin who went from Sam Houston St and went played for Hawaii and was able to play right away

Varies.

In most cases, he would have sit a year.

However, there is an exception that states that if a player was never recruited by the accepting school (LSU in this case) and the player has never had an athletic scholarship (from McNeese St.), then he would be eligible for the exception and would not have to sit a year upon transfer.

ETA: This is for football. I think it varies some depending on the sport as well.
