What is the BCS rule about a conference champion?

Any help is appreciated in this, but what is the rule if Georgia is the SEC champion that excludes them from the Sugar bowl? Is it if 2 teams are in the top 4 that they trump the conference champ? Or did I just make that up? I know that there is a certain cutoff point but I can't remember what number rank that is.
TIA
TIA

uga would go to the sugar as sec champs and then if lsu and bama are still 1-2 they would play for the bcs title. this is the only exemption from the no more than 2 schools from 1 conference rule participating in bcs bowls.

If Georgia wins, they go to the Sugar. Then, LSU-Bama could still potentially play for the title.
Neither LSU nor Bama could play in any BCS bowl other than the championship in this scenario, though.

If a conference has two teams ranked in the top two who are not automatic qualifiers,i.e. conference champions. Than that conference will have three teams qualify for the BCS.

SEC Champ goes to Sugar or if ranked 1 or 2 the BCS Champ game. I've never heard you can get pushed out of the Sugar Bowl after winning the SEC championship game.

Of course they could; it's just that both couldn't go unless they were in the CG

IN THIS SCENARIO!
1-LSU
2-Alabama
1 loses
Does LSU fall to 2? 3? or do they stay ahead of Bama at 1? Does Oklahoma State jump Bama or LSU?
In this scenario, one of LSU or Bama will be in the NCG hence the
