Why will Shepard reinstatement take multiple games

I don't know if this has been covered but all morning I am seeing that it says Shepard could miss multiple games while waiting on the NCAA to reinstate him, but in the next story who hear that Miami might have their 8 players that were ruled ineligible back for the opener because of a quick ruling by the NCAA. What gives?

If i remember correctly the NCAA acted pretty quickly in Ridley's case last year before the Cotton Bowl. Not sure if LSU ruled Ridely ineligible 10 days before the game tho.

When the NCAA mafia tells a player, AD employee or other related party not to discuss an investigation and the player chooses to do so, then the NCAA attempts to make themselves look like task masters by setting examples. Not the first time this offseason it has happened to a player/program.

Les did not declare Sheppard ineligible. The NCAA suspended him because he discussed matters in an open investigation. It is up to the NCAA in how many games he is suspended.

Considering what he's getting suspended for...i don't think he should get more than one game

From what I understand him talking to his cousin about a non issue and have him punished sounds pretty ridiculous. What I want to know is how did they find it out? Did Shepard tell them
