The new one is just like the old one, except updated teams and better graphics. What a great game; I played it for a few hours straight today with my friend who just bought it.

It came out in 2010.
It includes all the old features, plus some new ones. Some teams have players from the old NBA Jam. Chicago has Dennis Rodman, and Orlando has Nick Anderson (those were the only ones I saw today).
The only thing I didn't like was that you can't toggle between your two players - the CPU controls the guy you don't choose to be. It's not that big of a deal though.

Yep, and in the arcade version your CPU teammate would always miss easy layups and turn the ball over the whole fourth quarter.
