car title transfer question

no note, mom lost car title, applied for replacement, 7-10 days, buyer wants to do sale asap then transfer title when it comes in.
would mom be liable if anything happens before title is transfered? do it? don't?

You need to send the plate into the DMV. I wouldn't let them ride around with my plate on, probably without insurance and the car isn't in their name. Don't do it.
