I had a bad experience with the waitstaff... I'd suggest Ruth's Chris or Mansur's...

Food is good, dress is pretty casual. Pants and button up are fine. On par with Ruth's Chris IMHO...

Food - very good (pricy, obviously)
Dress - casual, avoid jeans if you can.

Fleming's salad is good, and it is big enough to "split." Make sure to get the Fleming's potatoes for a side, and they also have some pretty damned good mac & cheese (yeah, I know...) and you can't go wrong with either the creamed corn or spinach.

As to Ruth's...

No equivalent to the seafood bisque. Crowd is younger. Wait staff is attentive, but not up your arse like at Ruth's. You can sit at your table for as long as you want and they won't give a shite (last few times at Ruth's, I felt like I was being rushed out).

NOTHING like Sullivans and their USDA Choice crap for steaks..

Sullivans is closer to Outback in steak quality. I still dont know how they are able to fool people into paying their high end prices with middle grade steaks and the fact that its not even the parent company's flagship steakhouse (Del Frisco's is)

In BR I choose Flemmings over Ruths everyday of the week.. In other cities I would probably choose Ruths. I do tend to go to Little Village for steak a lot in BR due to cheaper prices to get USDA Prime Cuts. Stroube's is another option.

How much are we looking at for a party of 2?

We will both probably order water FWIW...

Probably 70 bucks or so, maybe a little more depending on the sides and desert. You can both eat and have a glass of wine or two for around a hundred...

70 seems pretty low.. If you are both ordering steaks I would guess it would be closer to 85-90.
