bowl venue question -

I have not been to many bowl games - but the few I have been to are pretty crappy venues. Is there any requirement (other than capacity) for a bowl game site/stadium? Shouldn't the rest rooms be open and working? Food available for less than a stale $12 hot dog? Is there a bowl review committe or is it all about who can pony upo with enough cash to 'buy' a bowl?
