Mortgage lenders in BR area/Refi question

Can u really "shop" around for better rates or lower closing costs on a refi? Isn't any lender going to typically get you the same rate based on your credit, etc? Also, are closing costs on a refi negotiable? I've gotten estimates from a lender, but am wondering if it is worth my time to shop around. Anyone have a recommendation for the BR area? TIA.
