Rule question on Ridley's first fumble

Sorry if this has already been discussed.
On the first drive of the second half, LSU faced a 3 and 1 and gave it to Ridley. He pick up the first down, the chains were moved and LSU huddled and lined up for the next play. The replay official stopped play to review the previous play. He overturned the ruling on the field and gave UNC the ball.
My question is that if the runner is ruled down by the officials, can the replay official over turn that ruling? I know in the NFL, they CAN review if the recovery was clear, but the ball cannot be advanced. I have not seen this in NCAA. The reasoning is that they do not want everyone scrambling for every ball after the whistle.

If it's determined by replay that the whistle blew before the fumble, then the play will stand.
That was not the case Saturday. It was a fumble. The whistle didn't blow until he hit the ground. The ground level camera angle from Ridley's front left is the only one that shows the ball clearly coming out. They got that one correct.

If the officials on the field say the whistle blew before the ball came out, then it's a moot point. The ruling on the field though, was not that the whistle had blown, but that the ground had caused the fumble. The whistle came after.
Apparently, none of the officials were in position to see it come out because he was somewhat in a crowd at that point. I have no problem at all with what happened. It was a fumble.
