If I were to post a rather simple jpeg how difficult of a time would you whiz kids have re-creating it in Adobe Illustrator?

A buddy of mine would like to get a banner made. Someone he knows gave him a jpeg of an image he created but the printing company needs it in a format that plays nice w/ vectoring the image. I guess it doesn't NEED to be AI but something that will play jive w/ blowing it up w/ out pixelating.
