There was talk that he did several questionable things, though not technical violations. If he did do what is claimed with Hicks, then it is a violation. The fact that a writer writes, "ongoing violations" is a clause used in lieu of, "his one stupid mistake". Face it, the guy probably did several questionable things and they are looking into everything, not just the recruitment of Hicks. (or whatever his name is)

What reporter would foolishly write, "only one incident". No, I think you are overreacting to a fairly accurate article. If the one recruit was involved in violations that lasted more than one day, then it is ongoing. It is no big deal.
