I am a sucker for obscure Indi and foreign Films usually with some action in them.

A few I have seen recently that are pretty good.

The Red And the White
Closely Watched Trains
The Apu Trilogy
The Music Room
Silent Light

Is it subtitled or is it in English?

The Killer (John Woo)
A Better Tomorrow I&II (John Woo)
Le Samurai - French film. Awesome.
Kagemusha - (Akira Kurasawa) Actually like it more than Ran.
Evil - Scandinavian.
Insomnia - original Norwegian film with Peter Skarrsgard.
The Vanishing - original dutch film.
Azumi
Versus - Japanese.
Battle Royale - Japanese.

Along these lines, add the The Crimson Rivers (French) with Jean Reno and Vincent Cassel.
P.S. Insomnia is a good choice. Much better than the American version. But it starred Stellan Skarsgard rather than Peter Sarsgaard.

I don't think an Oscar winner qualifies as obscure
