Returning Kicks in High School rule?

They keep saying on the UA game that it is against the High School rules to return kicks that go into the end zone.

When did that start? I don't think they have it in Texas.

Texas plays by NCAA rules. Most states play by National Federation rules which do not allow kicks in the endzone to be returned.
