Saw this ad on the Sportsman this morning and had to do a double take.

And by the way I'm not sure that what he is doing is 100% legal. Pretty much admits that he bought the factory 10/22 with the intention to sell it. and he is obviously trying to make a profit on it.

He is buying a firearm with the intention of selling it to another individual. If this is your intention when you buy the gun then you are not telling the truth on question #1 of the 4473.
Now it's impossible to tell what someone's intentions are, unless they post an ad on the internet saying that they buy guns to sell them.
Obviously if the guy has an FFL this means nothing

There is absolutely nothing illegal about this in la. The only thing I could see going wrong for him is if he tries to keep repeating and gets busted for not paying taxes. You can sell firearms all you want in la as long as you are not selling to someone who can't own a gun.

I don't see anything wrong with. I personally wouldn't pay $2500 for it but that's just me. I have no idea what a build like that would cost but $2500 seems high.

I didn't clarify enough what I meant. I'm not saying it is illegal for him to sell 10/22. I'm saying that I think he could of admitted to a straw purchase.
All I am saying that he should of left off the part about buying the firearm to sell it. There is no problem with him selling a gun.

There are lots of guys/gals in the sport of competitive shooting that routinely spend this much and more on modified rifles. These people spend crazy money on adjusting every aspect of their gun to fit their shooting style and the type of competitions they shoot. Many also buy guns, modify them, shoot them for a bit, and then sell them for a profit. There is a market out there for selling items to people willing to spend the extra money for a finished product and not a project. This funds the persons hobby of buying and modifying guns. No different than guitar players, car/truck guys, or anyone else that sells items with the intention to buy the next thing they want for their hobby. Now, if he had 50 for sale all at once without the proper business license, then there could be an issue.

It's only a straw purchase if he was buying it for somebody who can't buy it themselves.
Buying it, bolting crap on and marking it up $1000 would not qualify.
