Add full strength glyphosate and full strength Ortho Poison Ivey Tough Brush Killer (Triclopyr) and some dishwashing liquid to same amount of water. It will kill almost anything and works like a charm on poison ivy. Use a sprayer if you aren't worried about overspray, wipe it on with a cloth or brush if you are. Do not get it on the leaves of anything you want to keep.

In plant beds I would cut the stem and leave about an inch of the stem showing, and then spray the stem with a high rate of roundup/glyphosate.

24D works good too, but you don't want that near other plants that you don't want to damager.
