Brand new washers are $350...and they last many many years now.

Look under it for some black dust or rubber. There is a bushing that engages the basket and it is designed to fail before burning up the motor.
It looks like a black rubber sprocket with splines on it. There could also be some burned rubber type smell. I think I would try the $15 dollar part first.

My kenmore had three plastic triangular pieces that stripped and would not let agitator spin. To get to them I had to pry off the top cap on the agitator they are under that cap.

I have a GE and this happens about once a year. On mine the issue requires nothing other than a coat hanger.
There is a device called the water level switch. It can fark the washer up just by gunk collecting. Watch this video. Water Level Switch
Personally, mine is always fixed at the coat hanger part.
