USFWS proposing change to Duck Stamp Contest

USFWS seeking Comments on proposed change
The USFWS is proposing to change the rules of the Duck Stamp Contest to include a requirement that hunting heritage be incorporated to honor the committment hunters have made to waterfowl conservation. The public can submit comments to the Service about the proposed changes.
I think it's unnecessary, and may actually push some other user groups away from purchasing stamps. The purpose of the stamp is to generate funding for wetland habitat conservation and easements. The current rules for the stamp illustrate that perfectly. I'm just curious if there are any hunters or hunter groups that were pushing for this.
With so much anti-hunting sentiment out there today, I'm surprised the Service would even propose this. I imagine they will have a lot of unfavorable comments.

It strikes me as a "feel-good" bill that a politician would push.

The leadership at LDWF has asked me to consider the same thing. You can see a great example in a past LA stamp featuring pintails. I've resisted it because of how the competing artist feel about it, and my fear of it reducing participation and the overall quality of the artwork. But ??????

If this is your concern, then that's a legitimate reason for not doing it. In my opinion anyway.
Unless people are clamoring for this, I see no reason to change the way things are done. Just doesn't make sense to me.
There is only one real way to look at this: will incorporating the hunting heritage aspect into the stamp design increase or decrease sales? The answer to the question, and that question alone, should drive the decision.
Every waterfowl hunter must purchase a federal stamp. Every non-hunter does not. Why potentially alienate a customer group that is not obligated to purchase the stamp when the group that is obligated isn't even pushing for this?
