Spray WD40 or some penetrant and let it sit. If you have some ATF, put that in there too. Hit it with a hammer

This is where I got to last night before I got stuck. Looking through the ports the piston doesn't look scored at all and the spark plug was the tan color it was supposed to be. Didn't have the white/chalk look like it was running hot. Going to get some penetrating oil after work today to let that sit for a while. I sprayed some WD-40 in the plug hole last night. Looking to get some ATF and something called marvel mystery oil to put in tonight to soak.
Good news was that the crank doesn't have any play in it so that should be good. Also, a good chance to clean everything while its apart.

Got the cylinder off! Scored a little on one side, can feel it with my fingernail and plating is off in that area. Can it be honed like a dirt bike cylinder?

If you can get the proper rings, yes

That's what I'm not sure off. I can post pics tomorrow but I know that probably won't be enough to diagnose. It's worth taking it somewhere for a look but I'll probably have to buy a new one.
Thanks for your help in all this.

Update in OP. Running great now. Cut a few logs as a test and worked like it always as.

Some nasty carbon scoring there. Run 50:1 Stihl HP Ultra after a few break-in tanks. Looks like the exhaust side.

It was the exhaust side. Never did figure out what caused it to seize up. I'm guessing just old age. It was purchased in '99 and my dad said nothing had ever been done to it.

Carbon scoring could have left enough material to wedge the cylinder against the bore. Not uncommon with 2-strokes that are run rich and are not cleaned out regularly.
