The Airline person working behind the counter. You open the case they look at it, you slide in your paperwork and you lock it in front of them.
I would imagine they are not familiar enough with firearms to know if all makes and models of rifles are unloaded but perhaps they take a course.

Probably right...for shotguns I leave the action open and on my rifles I take the bolt out.
But those are the people that look at it before you lock it and before it gets x-rayed.

I have done this dozens of times, not a big deal at all.
Gun needs to be in a hard lockable case. Go to the ticket counter, tell the person there that you need to declare a firearm, they will ask you to demonstrate that its not loaded. They will make you sign a declaration form that will go into the case. They will then send the gun in the unlocked case to TSA for further inspection and TSA will inspect the firearm, lock the case and send it on its way.
At your destination grab gun case off the baggage carousel. Sometimes its held with oversize items or at the airlines baggage office in baggage claim.
I suggest a gun case with wheels as you may have quite a hike to get from baggage to your transportation.

This has not been the case for me...i lock the case before the person at the ticket counter puts it on the belt. I have been asked to sit and wait to make sure there are no issues but I have always put my locks on before it leaves my site.

TSA Lock on lockable case
Gun unloaded obviously
Bring it to baggage check in.
Must have ammo in the original box not loose.
At destination i believe you have to go somewhere to retrieve it. it won't be on the baggage carousel.
