Got this message. What's this mean? Is there seriously a law restricting a little chunk of machined metal across borders?

Sending any machined/manufactured pieces across the border is a hassle.
Even if I ship a small brass insert that costs $20 overseas, it l have to provide Certificate of Origin or Certificate of Conformance. Those come from products my company produces in-house, and must be provided by my companies engineers.
Then comes my HTS, EAR99, Country of Origin, etc.
I would look elsewhere
