Tohatsu motor problems

I have a 4 stroke 25 hp that is giving me fits. Was running fine on lake then lost power. It will rev up fine in neutral but once I put in forward or reverse loses power. I cleaned carbs and it ran fine for 10 seconds then started same thing. Any ideas on what it could be? Thanks

Look at the fuel first. That’s all I got.

Maybe something with the fuel line etc. Not sure exactly how it's set up. I'm in the process of replacing fuel lines on my boat now.
