Also, depends on if the OP had fishing gear in the water. Otherwise, he isn't considered a fishing vessel by nav rules.

That is incorrect.

A vessel is restricted in its ability to maneuver only by the work it is doing.

Think of the rhyme used to identify a RAM vessel by its masthead lights; Red over white over red - the captain's baking bread.

Also, constrained by draft is the one designation that is not defined by the COLREGS.
