Scope and rifle purchase

I'm looking to buy a 7mm08 and new scope what do y'all recommend. Not interested in a tikka. Gonna spend around 1500

Leupold VX-3 $500
Leupold base and rings $60ish
Ruger Hawkeye $650ish
Eta: actually, the ruger comes with very good rings. I'd use those. Spend the rest of the money on something like a stoeger .410 SxS.

Are you familiar with vortex scopes? I have a vx-3 on an old m-77 Ruger 270 and it is as good as advertised. Just wanna explore more options

Meopta scope of your choice with Savage model 16 lightweight hunter (weighs 5.65 pounds). The gun should be around $500 which leaves 1k for a scope.
