You might want to just drill a new well altogether. Or at least another to help out with the existing one. Electric may be cheaper but it is not the only option. Most of our wells are 12" and pump plenty of water for a 40 acre field. All of ours use a 4 or 6 cylinder diesel engine with a drive shaft going to the gear head that turns the pump. Do you own this land or just lease from a farmer or land owner? Landowner should pay for this. But if it's just for hunting purposes he might not feel it is necessary. A new well and motor can be pretty pricey if it's not for farming purposes.
