cut it as flush as you can without hitting the concrete and then get a similar size bolt to use as a punch. get it down 1/8th or so and then concrete patch over it.

I would first put a pipe wrench on one just to be sure they can't be just unscrewed (which is very doubtful). I would then grind it off flush with an angle grinder and drill out what you can. any threads or metal left can be tapped down into the hole with a punch/chisel and the remaining hole patched.
get ready, this is going to be a damn difficult thing to accomplish. also, go ahead and buy yourself a good pair of knee pads before you even get started.
ETA: on second thought, I have changed my mind. I would go ahead and get someone to roll in a cutting torch to cut the studs off flush with the cement...they may even be able to blow them out below the surface. with this method, there will be some chipping of the concrete around the surface of the hole, but you are going to have to patch anyway so that should be manageable.
