Best bang for your buck OR what specs to look for to see if it's good.

Paint your pavers with glow in the dark paint.

Very cool.

Very cool idea. How long will it last? Even if only a short time would be a cool touch for a party.

Look at the Volt Lighting website. They make solid brass lights with LED bulbs with a lifetime warranty for not much more money than you would spend for a similar designed fixture at Home Depot

Ive done the kits from Lowes/Home Depot before, is it similar in terms of installation or would you recommend having an electrician handle it?

All low voltage can be handled by a DIYer with a little common sense and access to youtube...

Can you find out what kind she uses? Product reviews online are all over the place for most brands I see, most saying didn't work, others saying works but have to use a certain way.

Fx luminaire and probably some others have a 10yr warranty on their fixtures if you install a system using only their products. They are pricey but I have never had any issues. I hear good things about Volt as well
