Go cheap. Light gathering won't be a big deal and you won't spend much time behind it. See what cameraland.com has on sale.

100 yards my 12x50 binoculars work fine.
I have a Celestron Ultima 80 and it works great. I've never used a high end spotting scope to compare but I have no problems identifying bullet holes out to 200 yards I think I could easily do it to 300 yards. Optics are not 100% clear at 60x but you can still make out the detail required to identify bullet holes.
