If you want to come in under budget, get an Aero Precision Upper and M4E1 Lower.

The Lower will ship to your FFL and the Upper will ship to your house if you want.

The only thing you might upgrade is the trigger because I think all of their lowers come with mil-spec triggers.

If you want to go a little over budget, I like the other's suggestion about BCM.

Aero use to make top quality stuff... then they started going out on their own more and more. When they made other peoples designs and kept quality up it was great. When they started making their own designs their QC slipped slowly and slowly. Thy use to outsource barrels to some great manufactures, well then they bought a barrel company that had great barrels but they had to move and change things and then they were just meh barrels. I am sure you can put together a good rifle from aero parts but you could also get a cranky rifle from throwing together their parts.

EE Armory makes the best "budget" uppers and lowers you can buy.

They are actually the civillian front brand of AO Precision, who OEMs numerous parts for FN, Colt and lots of their high end civillian and USGI platforms.

Cant speak any other parts they sell, but their uppers/lowers and BCGs (the phosphate ones) are true DoD govm't spec all the way.

Fair enough.

I do really like the small features you get with their M4E1 lower, though.

Is there another budget lower with the same upgrades for a similar price?

Correct i was gonna suggest to him i have FN-15 that i really liked that i bought maybe 2 years ago for like $1,000-$1,100 that shoots really well but looking it up online they are now $1.3k-$1.5k

Rollmarks hideous, but the quality is out of this world for that price.

I'm almost certain these same base lowers are OEM for S&W, Geissele, FN, Colt, Centurion, etc, but with slight variations to meet each company's spec.

Best fitment between upper and lower I've ever seen on a range was EE upper/lower.

I see a lot of comments for RRA and I echo them. We bought several at my old job and had good results. We had several Colts as well. I had an S&W flat top which did very well for me with an AimPoint.

But I am not seeing any mention of Palmetto State which I heard good things about from guys who carried them on the job. Anybody have recent personal experience with these? Was thinking of an AR-10 to round out my stable.
