need to drill holes into chrome railing on a boat rail

Center punch and carbide bit. Or you cold use a dremel to grind of surface chrome.

as the others say, you are asking for trouble if you drill a hole in something that is already chromed.
if you have to do it, be damn sure you wear safety glasses, as that shite is like a flying razor blade when you drill it.

Maybe use painters tape and drill through that so the pieces don't come off.
