Center punch and carbide bit. Or you cold use a dremel to grind of surface chrome.

as the others say, you are asking for trouble if you drill a hole in something that is already chromed.

if you have to do it, be damn sure you wear safety glasses, as that shite is like a flying razor blade when you drill it.

Maybe use painters tape and drill through that so the pieces don't come off.

Clamp is not tight enough, are the clamps lined with neoprene? Post a pic?

for a rod holder? man don't drill that!

Double face sticky tape is the answer under the clamping area.
