Where it saids Youths 17 or younger may hunt either sex deer with any legal weapon during the primitive Firearms Season.
Does this mean the kids can use any kind of legal gun to kill a deer and it does not necessarily need to be a primitive gun?
I tried calling WLFD but they were closed...

Yes. Basically it is like modern firearm season for them. Rules about hunter safety requirements, license, hunting with properly licensed adults etc still apply. Good luck

Yes
Does it almost mean that they don't have to purchase a primitive license?

My opinion only (as it relates to La regs)- as long as under 16 no license needed but they have to be with a licensed adult etc etc or have successfully completed hunter certification ( see rules in regs). If 16 then normal rules apply for a licensed hunter but they can use any legal firearm as long as 17 or younger. Clear as mud?

you should definitely take advantage of it. My son is 17 so this is his last year to take advantage of it.
